{"id":3081,"date":"2026-02-04T11:05:12","date_gmt":"2026-02-04T10:05:12","guid":{"rendered":"https:\/\/pharos390.com\/?p=3081"},"modified":"2026-02-05T08:50:53","modified_gmt":"2026-02-05T07:50:53","slug":"digital-standards-from-fragmentation-to-interoperability","status":"publish","type":"post","link":"https:\/\/pharos390.com\/en\/digital-standards-from-fragmentation-to-interoperability\/","title":{"rendered":"Digital standards: from fragmentation to interoperability"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-07278881ed91b69be07fc29d38fa2b46\">With the arrival of <strong>information technology<\/strong>, the economy found a key ally for <strong>management<\/strong>, <strong>control<\/strong> and <strong>process automation<\/strong>. Activities that previously required long execution times came to be completed in a few hours, with much greater precision than that achieved by a human operator. Moreover, the emergence of the <strong>Internet<\/strong> opened up a new range of possibilities by enabling the <strong>transmission of data in real time<\/strong> from the devices themselves, transforming the way organizations operate and make decisions.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-e89f5d645439464d5248caeeffd2a465\">Despite these advances, compared to other sectors, the <strong>transport<\/strong> sector shows a lower degree in terms of <strong>levels of technology adoption<\/strong>. To this day, it is still common to find printed documents, telephone calls or radio transmissions being used to make requests, carry out procedures or control goods.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-14c0d86f02b042f436ec8c6cebbc27a7\">If we focus on <strong>ports<\/strong>, despite the rise of <strong>automated terminals<\/strong>, we find a very uneven implementation that also tends to depend largely on the <strong>level of local development<\/strong>. As a result, a highly <strong>fragmented<\/strong> landscape has emerged, in which the <strong>absence of standards<\/strong> becomes the general norm.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-81e7045898fc98ab079cbe63bf3ba6c9\">In this context, both <strong>industries<\/strong> and <strong>institutions<\/strong> have decided to take a step forward. To pioneers such as <strong><a href=\"https:\/\/unece.org\/trade\/uncefact\/introducing-unedifact\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/unece.org\/trade\/uncefact\/introducing-unedifact\" rel=\"noreferrer noopener\">Electronic Data Interchange for Administration, Commerce and Transport<\/a><\/strong> (UN\/EDIFACT) and the barcode have been joined by initiatives such as the <a href=\"https:\/\/dcsa.org\/\" target=\"_blank\" rel=\"noopener\"><strong>Digital Container Shipping Association (DCSA)<\/strong><\/a><strong>,<\/strong> the <a href=\"https:\/\/transport.ec.europa.eu\/transport-themes\/logistics-and-multimodal-transport\/digital-transport-and-logistics-forum-dtlf_en\" target=\"_blank\" rel=\"noopener\"><strong>European Union&#8217;s Digital Transport and Logistics Forum (DTLF)<\/strong><\/a>, the <a href=\"https:\/\/openlogisticsfoundation.org\/\" target=\"_blank\" rel=\"noopener\"><strong>Open Logistics Foundation (OLF)<\/strong><\/a>and the <a href=\"https:\/\/tic40.org\/\" target=\"_blank\" rel=\"noopener\"><strong>Terminal Industry Committee 4.0<\/strong>.<\/a> Although they all cover different areas, they share the same <strong>objective<\/strong>: to promote the <strong>creation<\/strong> and <strong>adoption<\/strong> of common standards and <strong>regulations<\/strong> that facilitate the implementation of <strong>digital standards<\/strong> in the <strong>logistics<\/strong> and <strong>transport<\/strong> sectors.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-25d6cdb125edbab27432cc2588cc4af3\">This analysis aims to shed light on the current landscape of <strong>standardization<\/strong> in <strong>transport<\/strong> and how different initiatives can collaborate with each other to face the major challenge of the <strong>digitalization<\/strong> in the <strong>maritime-port sector<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-amber-color has-text-color has-link-color has-medium-font-size wp-elements-d028dbea6cd370b77593546b02539d07\">Analysis<\/h3>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-957bb2e0da81161f7643e01078a87e90\">Currently, <strong>technological advances<\/strong> make it possible to hold natural, fluid conversations, generate images, and automate tasks using <strong>artificial intelligence<\/strong> through almost any medium. However, the <strong>transport<\/strong> sector still has a limited degree of <strong>digitalization<\/strong> compared to other areas. Indeed, even today, in many environments, telephone calls, radio communications, email exchanges and even paper documents are still relied upon to convey information about routes, goods or service reservations.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-6160e10842da430661f7fc6fec6570d0\">Furthermore, the implementation of <strong>digital systems<\/strong> has proceeded at a very uneven pace, usually driven by <strong>investments<\/strong> in large <strong>port facilities<\/strong> or <strong>terminal operators<\/strong>, which have acted as an \u2018incentive\u2019 for other <strong>modes of transport<\/strong> to adopt these systems. According to the joint study by Boston Consulting Group and TIC 4.0 (2025), those <strong>ports<\/strong> that have reached a critical mass in terminal capacity or ecosystem \u2018have a significantly more mature degree of <strong>digitalization<\/strong>\u2019 (Parlongue <em>et al<\/em>. 2025).<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-584b4f7668903258dd466ac18e106a3e\">Within the <strong>port<\/strong> context, the adoption of technologies such as the <strong>Internet of Things<\/strong> (IoT), <a href=\"https:\/\/pharos390.com\/en\/ai-logistics-real-cases-trends-alice-network\/\" data-type=\"link\" data-id=\"https:\/\/pharos390.com\/en\/ai-logistics-real-cases-trends-alice-network\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>artificial intelligence<\/strong><\/a>, <strong>big data<\/strong>, <strong>blockchain<\/strong> and <strong>high-speed networks<\/strong> (such as 5G) enables more efficient management of <strong>resources<\/strong>, greater <strong>traceability of the flow of goods<\/strong> and <strong>optimisation<\/strong> of <strong>operational processes<\/strong>. These innovations help to reduce waiting times, streamline cargo handling and minimise internal congestion, resulting in a substantial improvement in productivity and the experience of all actors in the logistics chain. In addition, digitalization promotes environmental sustainability by enabling the monitoring and control of emissions.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-dd5aa51aebc9a8cfbc0eedc94b6e2379\">Regarding <strong>terminal automation<\/strong> and according to Drewry (2024), in 2024, only 72 of the 850 <strong>container terminals<\/strong> worldwide were fully or partially automated (Port Economics, Management and Policy 2024). Besides being costly, the automation of a <strong>port facility<\/strong>, whether newly built or adapted, involves the deployment of <strong>software<\/strong> and hardware solutions to \u201cweave\u201d the communications network between machines and operators. With good implementation, the latter can use the data generated to evaluate the performance of the facilities.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-53fab994014feb0410102d39fab8349b\">However, there is a wide variety of solutions adopted, as these tend to depend on the nature of the <strong>investment<\/strong>: the fact of whether the investment is in brownfield or greenfield, the machinery manufacturer, country of implementation, and company are important factors, in addition to the type of <strong>systems <\/strong>used by the <strong>port authorities<\/strong>. However, the transition to <strong>digital systems<\/strong> is not without its challenges.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-cacac25818ee77095cb38fb6133593bc\">One of the main challenges is the high <strong>initial cost of implementation<\/strong>, which can be a barrier, especially for smaller <strong>ports<\/strong> or regions with fewer resources. Investment in <strong>digital infrastructure, IoT sensors, 5G networks<\/strong> and <strong>automated systems<\/strong> requires <strong>sound financial planning<\/strong> and sometimes public-private partnerships or green financing instruments.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-f26a934bbab7b7f338d1e89ade8ab4e2\">Finally, there are also <strong>cultural<\/strong> and <strong>organizational<\/strong> barriers: many organizations in the <strong>logistics-port sector<\/strong> are accustomed to traditional processes and require a change in mindset, staff training and change management to fully adopt digital technologies. This human aspect is as important as technological investment; without the active participation of key decision-makers and proper training, <strong>advanced systems<\/strong> will not be able to realise their full potential.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-dc7c46408f71c2217988446154c61278\">Fortunately, the industry has responded by driving advances in the <strong>regulatory framework<\/strong> and promoting international collaboration initiatives around <strong>digitalization <\/strong>and <strong>common standards<\/strong>. In this area, the <strong>International Maritime Organisation<\/strong> (IMO 2022) is promoting the <strong>adoption of digital standards<\/strong>, whose technical deployment and alignment are reinforced by the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) standards register, which facilitates their consistent implementation by <strong>maritime authorities<\/strong>, <strong>ports <\/strong>and <strong>technology providers<\/strong>.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-5f66d2b556fc446542b0c50beedf7cc1\">Beyond the port, the <strong>digitalization<\/strong> of <strong>transport <\/strong>as a whole \u2014 from road to rail \u2014 is driving a more <strong>transparent <\/strong>and <strong>efficient logistics chain<\/strong>. These strategies connect different modes of transport, facilitate the <strong>synchronisation <\/strong>of <strong>data <\/strong>in real time and open up <strong>new opportunities<\/strong> for <strong>efficient <\/strong>and <strong>sustainable multimodal travel<\/strong>. The aim is to reduce congestion, increase road safety and lower emissions, while creating a more accessible and competitive environment for users and operators.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-8463a8c27091104a477a05502c018637\">At the political level, the <strong>European Union (EU)<\/strong> is promoting the <strong>homogenization<\/strong> of <strong>procedures<\/strong> and the <strong>mutual recognition<\/strong> of <strong>documents<\/strong>, as evidenced by initiatives such as the <a href=\"https:\/\/www.emsa.europa.eu\/emsw.html\" target=\"_blank\" rel=\"noopener\"><strong>European Maritime Single Window Environment (EMSWe)<\/strong><\/a> and the <a href=\"https:\/\/transport.ec.europa.eu\/transport-themes\/logistics-and-multimodal-transport\/efti-regulation_en\" target=\"_blank\" rel=\"noopener\"><strong>Electronic Freight Transport Information (eFTI)<\/strong><\/a>. In this context, the <strong>Digital Transport and Logistics Forum (DTLF)<\/strong> has been created, a group of experts established by the European Commission whose mission is to <strong>advise<\/strong> and <strong>support<\/strong> the <strong>digitalization<\/strong> of <strong>transport<\/strong> and <strong>logistics<\/strong> throughout the EU. More specifically:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-4e95245587de9754ffd2743ade039367\">The DTLF brings together public and private representatives from different modes of transport and links in <strong>the logistics chain<\/strong> with the aim of facilitating dialogue, coordinating technical aspects and promoting the adoption of <strong>interoperable technologies.<\/strong> As part of this task, the Forum works together with the European Commission to identify barriers to digitalization and propose solutions that promote harmonization and data exchange between countries and operators. Additionally, it plays a key role in the implementation of projects such as eFTI and EMSWe, ensuring that regulatory frameworks translate into practical tools that benefit the entire sector.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-57b0168682d5e257212a6449daeba4b4\">The <a href=\"https:\/\/transport.ec.europa.eu\/transport-themes\/logistics-and-multimodal-transport\/efti-regulation_en\" data-type=\"link\" data-id=\"https:\/\/transport.ec.europa.eu\/transport-themes\/logistics-and-multimodal-transport\/efti-regulation_en\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>eFTI regulation<\/strong><\/a> seeks to <strong>eliminate <\/strong>the <strong>obligation <\/strong>to carry <strong>paper documents<\/strong>&nbsp;in freight transport through the adoption of <strong>digital equivalents<\/strong>&nbsp;with the same <strong>legal validity.<\/strong>&nbsp;In practice, this allows carriers, freight forwarders and authorities to access freight information electronically, thus reducing bureaucratic burden, streamlining control procedures and improving traceability. By favoring data exchange through <strong>certified platforms<\/strong>, eFTI aims to eliminate redundancies, strengthen regulatory <strong>compliance <\/strong>and facilitate the <strong>seamless flow<\/strong>&nbsp;of goods and vehicles across borders within the European Union.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-255061b1025ade2993d8aa8444242c15\"><strong><a href=\"https:\/\/www.emsa.europa.eu\/emsw.html\" data-type=\"link\" data-id=\"https:\/\/www.emsa.europa.eu\/emsw.html\" target=\"_blank\" rel=\"noreferrer noopener\">EMSWe<\/a><\/strong>&nbsp;constitutes a <strong>digital platform<\/strong>&nbsp;that centralizes and <strong>standardizes <\/strong>the <strong>submission <\/strong>of information related to ships, cargo and passengers arriving at or leaving <strong>European ports<\/strong>. This initiative seeks to simplify the reporting of maritime transport operations, eliminating the need to provide repetitive data to different authorities or <strong>Port Community Systems.<\/strong>&nbsp;By integrating multiple national systems into a single European digital window, <strong>transparency, efficiency<\/strong>&nbsp;and <strong>compliance<\/strong>&nbsp;with regulations are increased, while promoting <strong>interoperability<\/strong>&nbsp;between member states and <strong>optimizing <\/strong>administrative processes.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-1ffb5d55cf1b30bb56fb5010df0b6e47\">As for <strong>initiatives<\/strong> that promote <strong>cooperation<\/strong>, the DCSA and IPCSA (2023) stand out in the maritime field. Unlike TIC 4.0, whose approach will be described below, the DCSA focuses particularly on port and cargo documentation, such as the <em>Electronic Bill of Lading<\/em>, as well as on the <strong>modelling<\/strong> of <strong>maritime processes<\/strong>. For its part, IPCSA brings together port operators, single window managers, port authorities and even airport authorities, with the aim of promoting, advising and facilitating the <strong>electronic exchange<\/strong> of information between the different actors in the <strong>logistics chain<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-amber-color has-text-color has-link-color has-medium-font-size wp-elements-24faf29cc92f31ee6b332c16196e46d4\">TIC 4.0<\/h3>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-c85ceac7b6789cfcb4e710b080c925f7\">TIC 4.0 is an international non-profit association with a presence on all continents. It was founded in 2018, when the <strong>Federation of European Private Terminals<\/strong> (FEPORT) and the <strong>Port Equipment Manufacturers Association<\/strong> (PEMA) decided to establish it in order to respond to the <strong>challenges<\/strong> posed by the adoption of <strong>new technologies <\/strong>in the <strong>port sector<\/strong>. Both organizations created it with the aim of establishing <strong>unified digital standards<\/strong> geared towards the <strong>adoption<\/strong> of <strong>Industry 4.0<\/strong> <strong>technologies <\/strong>by the <strong>port community<\/strong>.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-d3ed6a80044cd879527b398296da603b\">In this way, it seeks to bridge the technological gap in the port sector in order to introduce these advanced solutions. It currently has 70 active members, including <strong>major terminal operators<\/strong> such as DP World, APM Terminals and TiL, machinery manufacturers such as Konecranes and Kalmar, and service providers such as Kaleris and DSP. Thanks to this diversity of members, TIC 4.0 is able to bring together the vision of all the players involved in <strong>the port logistics chain<\/strong>, giving its <strong>standards<\/strong> great quality and relevance.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-c78e65fd4f8a39da976acb0c239a3447\">Similar to the functioning of <strong>international&nbsp;standardization committees<\/strong> such as ISO or CEN experts designated by companies meet in working groups that address different topics such as <strong>terminal automation<\/strong>, <strong>digital twins<\/strong> and <strong>machinery maintenance<\/strong>, among many others. Since its inception, TIC 4.0 has continuously published new versions of its standard; to date, it has compiled hundreds of definitions of key concepts in 18 publications.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-76681b94d8e7b62edb66f6b8817cdcca\">All of these are available for download on the Internet, while, in a key milestone for the Association, the standard will acquire \u2018Publicly Available Specifications\u2019 (PAS) status from the British Standards Institute. This recognition is a preliminary step towards its transformation into an official international standard by the ISO, a goal set for 2029.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-ab396d26a6450810d2b002a4b3062354\"><strong>TIC 4.0<\/strong> <strong>digital standards<\/strong> employ <strong>common semantics<\/strong>, derived from the \u2018Resource Description Framework\u2019, which emulates, the structure of human language (subject &#8211;&gt; predicate &#8211;&gt; object). Through this the user can model \u2018any reality\u2019 they need to represent in a digital environment, even beyond port terminals, thanks to its flexibility; the data model generated is only a \u2018basic structure\u2019 that acquires meaning once the user applies the \u2018dictionary\u2019 of their field.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-a9c6a8642ac666fd74424db3b28c5d15\">As an example, in the European <a href=\"https:\/\/www.for-freight.eu\/\" target=\"_blank\" rel=\"noopener\"><strong>FOR-FREIGHT<\/strong><\/a> project an experimental application was successfully carried out in the field of air transport, modelling the movement of cargo between the port terminal in Piraeus (Athens) and Athens airport.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-f3c6b4bf45ac1f626085bbbd2663fff3\"><strong>Illustration 1. Ports such as Malta and Hamburg have effectively implemented this standard. In the former case, a <strong>monitoring system<\/strong> has been deployed that allows, on the one hand, real-time supervision of machinery movements and status and, on the other, the generation of a database for the analysis of the <strong>terminal\u2019s<\/strong> <strong>operational<\/strong> <strong>performance<\/strong>.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-61961543877da944c9918a9e58b5121b\">TIC 4.0 is also part of the <strong>official<\/strong> <strong>ISO \u2018Ports and Terminals\u2019<\/strong> subcommittee as an associate entity. Founded in 2025 on the direct initiative of China, this body promotes the creation of <strong>global standards<\/strong> in the field of <strong>port logistics<\/strong>. In addition to TIC 4.0, the official standardization bodies of countries such as the United States, Germany, Norway, France, Saudi Arabia, Korea, Japan and Azerbaijan participate, reinforcing its authority and universality.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-bd9b55b632d8c45a6f8be4b60d1ea29d\">Finally, the Association is also active in the <strong>European innovation ecosystem<\/strong>, where it has participated in the FOR-FREIGHT, SEAMLESS and MISSION projects and has been accepted into Waterborne, the European innovation platform for the maritime and river transport sector.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-amber-color has-text-color has-link-color has-medium-font-size wp-elements-dbfc9a5473bf4bd0e2c893fac51eeafc\">Conclusions<\/h3>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-104499c64533ceff995093fb1377145d\">The <strong>digitalization<\/strong> of <strong>transport<\/strong> offers clear advantages in terms of <strong>efficiency<\/strong>, <strong>competitiveness<\/strong> and <strong>sustainability<\/strong>. The use of real-time data, information exchange platforms and <strong>interoperable systems<\/strong> makes it possible to <strong>optimise routes<\/strong>, <strong>reduce<\/strong> <strong>waiting<\/strong> <strong>times<\/strong>, improve the <strong>traceability<\/strong> of goods and facilitate coordination between the different actors in the <strong>logistics chain<\/strong>. All of this translates into lower operating costs, greater reliability in operations and better planning capacity for operators, shippers and public authorities alike. Furthermore, digitalization is a key enabler for advancing environmental objectives by reducing emissions through more efficient transport management and better multimodal integration.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-c9e79c6b305740c7527f36ab61d26fa3\">However, this <strong>transformation <\/strong>faces significant structural difficulties. The <strong>transport sector<\/strong> is highly <strong>fragmented<\/strong>, with a large number of small and medium-sized enterprises that have little financial muscle and limited human resources to bear the costs of investing in technology, adapting systems or training staff.
